Windows 10: How to fix persisted bug/glitches in a new computer that occurred in an old one!

I have been having a few too many problems with my new computer ESPECIALLY since I have been trying to fix my old one when I was waiting for a new one to play game properly the new one is being used by me and I am not going back to the old one unless there are proper working solutions, in other words, I switched laptops. I have tried EVERYTHING known obvious be done to fix said old laptop but nothing fixed the issues at all besides fixing windows security having a black screen after I reset the old laptop.Issues I have been experiencing are as follows:YouTube plays ads around a second/half

Task bar Notification Glitch/Bug

There is no problem with my settings. I did a repair install today and it was working fine. I reinstalled my usual programs and when I restarted windows, it becomes present. It was never a problem until I updated to creators edition of windows 10 and since
I removed the previous version, I am no longer able to rollback to the previous edition. Also, a clean boot does not work and the problem is not consistent.

EDIT: I can confirm it is a bug that needs to be fixed. It is a display bug that happens (at least in testing) when I duplicate displays. No confirmation on whether it is limited to duplicating but it fixes when I refresh the entire screen by changing a
display setting. Reverting does not immediately present the bug. It just happens

I am sorry to know that you are unable to rename or edit a file as it changes back to old name.

I suggest you to try the steps below and check if it helps.

• Open command prompt and type the commands below (Type it in Search or Press Windows Logo Key+X. Click on Command Prompt admin).

dism /online /cleanup-image /restorehealth

sfc /scannow

powershell

Get-AppXPackage -AllUsers |Where-Object {$_.InstallLocation -like "*SystemApps*"} | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

• Close the Command Prompt window.

Restart the computer and check. Also, check for Windows updates.
