Windows 10: How to fix smartscreen?

First, let me clarify: I downloaded a test file - SmartScreen recognizes it with a red plate on the disk and in the archive. I downloaded another file not the point, and in the archive, when launched, a blue SmartScreen plate appears, but if I drop the file on the disk or somewhere from the archive, SmartScreen does not show attention to it when launched. Why and how to solve this problem?The defender shows the file as a "virus" and delete it. Therefore, I am turned off the defense in real time. But why doesn't blue smartscreen work on disk?

unsafe downloaded file is opened, Windows will display a warning. If SmartScreen detects potentially unsafe web content in an app, Windows will display a warning in place of the content. To disable SmartScreen, follow the steps below:

• Type SmartScreen settings in the Search box and press Enter.
• Click on Change Windows SmartScreen Settings in the left navigation pane.
• Select the option, Don't do anything (turn off Windows SmartScreen) and click on OK.

Anyone else getting 'Smartscreen can't be reached righty now' when trying to install anything?

I have tried all the troubleshooting steps [that i know of] i.e.

1. Enable SmartScreen in Security Options.
   
2. Enable SmartScreen in Group Policy.
   
3. Disable Proxy Server.
   
4. Check for Viruses.
   
5. Create a new User Profile.

2) Go over Windows using this checklist to make sure the install is set up correctly, optimized for best performance, and any needed repairs get done: http://answers.microsoft.com/en-us/windows/wiki...

Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account to replace yours which may be corrupted. Then if necessary continue with the other steps to go over your install most thoroughly.

3) If nothing else works then do the minor, non-destructive Repair Install which reinstalls Windows while keeping your files, apps and most settings in place, brings it up to the latest version and solves most problems.
