Windows 10: How to fix texts and icons blurred in every second, Loop

So i recently get this issue, I thought it was my monitor until I recorded my screen using Nvidia Shadowplay.So every second all texts and fonts getting for a second and getting back to normal and blur again in loop. It happens on all programs, desktop, words, browsers, everything.I already uninstalled nvidia driver using DDU uninstaller, now i'm running without any GPU driver but the issue still here. I believe the issue is not from my monitor nor my nvidia driver, but from the windows setting that screwed up. help me to fix this without making me to reinstall the windows. this is the video t

Texts are blurred in Edge

Often Edge shows text blurred after scrolling a page

This text is ok:





Then, I have scrolled my page a bit and the same text is blurred:





And, the text can be shown properly after another scroll. Or, it can be shown blurred again.

Sometime, the text is blurred immediately when a page is shown.

I have tried each suggested approach from Blurry text on Microsoft Edge conversation without a result.

My Edge version is 25.10586.0.0.

I have not faced with this issue at all when using Chrome.

Would you please investigate this situation?

 

windows 1703 update blurred text, icons, and images?

I installed Windows 10 version 1703 upgrade and now everything on my screen is blurred. Icons, text, and images all have a double image and some text is faint. Tried increasing text size and screen resolution but makes no difference.
