Windows 10: How to fix this monitor problem?

I put my main monitor as primary "make this my main display" but apps still open on the wrong one. Also, some games get limited to 60 fps while they are open on main monitor. 60fps is from my second monitor. My main one can do 180.

• What changes did you make in the BIOS? As making the changes in the BIOS is only recommended by Microsoft if done by the manufacturer.
  

• How are you connecting to the 2nd monitor?

My workaround is to use PowerPoint Screen Recorder but this need additional screen capture.

The reason for Screen Recorder is Windows 10 Mouse Cursor for Office Menu item disappear when select Screen Capture App. It is cumbersome to show Tech Support what is selected on Office App on captured screen...
