Windows 10: How to fix "Try another verification method, that verification method isn't working right...

whenever I try to add my phone number to my Microsoft account , I have tried all methods and they do not work , I've noticed this problem occuring only with Iraqi numbers, is there a solution or this is only just targeting from the company to certain countries

My account is locked so i was asked to use another verification method, which required me to add phone number. I did but it still shows "Try another verification method

In microsoft account "*** Email address is removed for privacy ***" , the account is locked. When I tried to unlock it through the verification code sent in SMS, it says "The Verification method isn't working right now. Please try another method." But the problem is I only had the phone number as the method of verification due to which I can't login into my window.
