Windows 10: How to fix Windows moving and resizing all Edge Windows on power event?

I'm having a problem on my laptop where whenever the power supply is plugged in or unplugged, all of the Edge browser windows and apps that host Edge, like CoPilot are resized smaller and pushed to the upper left corner of the screen. I have a Lenovo Legion laptop that has two GPUs, an Intel and a RTX 4060, and in the process of troubleshooting I've disabled the Intel chip and am using only the RTX 4060. I've reinstalled video drivers, reverted to previous version, reset all settings in Microsoft Edge, reset all nVidia driver setting in the nVidia control panel to default, and I've verified th

• Which application are you having issues resizing or moving?

In the meantime, we suggest you to run the Windows 10 troubleshooter. Kindly follow the steps below:

• Press Windows key +X, select

Unable to resize or move the start window

I just picked up a new laptop with windows 10 build 15063.726 and I am unable to resize or move the start window. I get the double pointed arrow to resize but nothing happens in either direction nor can I move the window to a better place. I can add/delete
tiles or change tile size but not the window. Any suggestions to fix or try?

This is super annoying.
