How to fix Error 080080008 Windows Update

Any one know how to fix this error? I have run the update troubleshooter several times, it states it fixes some issues but not all. I can download and it shows the updates available, but when I try to download it sits there at 0% then it tries to install
same issue. I cannot download and install updates such as insider feature program 1709, office updates for 2010, security updates or any other updates. Any one have ideas on how to fix this?

Download WF.bat and run it as admin, it might take about an hour to finish, then select everything to clean.
