Windows 10: How to force windows to forget my PS4 controller

So, I've search all over the internet but I only find solutions to "How to pair PS4 controller to PC" or simple solutions for disconnecting. The problem I'm having is after I remove the device when I attempt to pair it with my Playstation it always attempts to pair with my PC. I have gone as far as to turn off bluetooth and shut down my PC and it still attempts to connect to the PC. I feel the only way to make it work is to remove the "evidence" that the controller was ever paired to the PC. Can someone help?

DS4 program doesn't recognize my already connected PS4 controller

In order to get clarity and to assist you accordingly, please reply with the answers to the questions below:

• What is the make and model number of your PC?
  
• What is the model number of your PS4 controller?
  
• What is the Version and Build of Windows 10 installed on the PC? (Type winver in Windows search/Run command)
  
• Have you tried connecting via Bluetooth?
  
• From where did you install FIFA 2022?
