How to have 'Like what you see' showing when turning computer on, before login

I have two laptops, both on the same account and both running Windows 10 - a Dell and a Surface Pro.

When I turn on the Dell, the 'Like what you see' option is showing the very first time I turn the computer on each day, before login. This enables me to click on the camera icon and determine the location depicted in the photo. Perfect. this is what I want to happen.

When I turn on the Surface Pro, the 'Like what you see' option is NOT showing the very first time I turn the computer on each day, so although I can see the scenic photo, I can't determine the location depicted in the photo. If after logging in, I lock the computer, the 'Like what you see' option then shows on the lock screen and I can therefore determine the location depicted in the photo scene before logging back into my computer account. Not perfect. I would like the exact functionality on this Surface Pro as I have on the Dell.

I have looked up many forums and can't find anything that tells me how to achieve this specific change. This difference between the two has been in play for as long as I can remember at least a year and possibly since the Surface Pro was purchased just over a year ago, throughout various downloads and upgrades. So it strikes me there is a setting or flag on the Dell that is toggled differently on the Surface Pro.

    Any clues greatly appreciated.

Surface Pro: Windows 10 Pro, Version 1909, OS Build 18363.1016

Dell: Windows 10 Pro, Version 1909, OS Build 18363.959 needs an update but please note, the difference above has been the case despite multiple updates etc. for over a year

    :)

    Step 2: Click Lock screen

Step 3: Under Background section, select Picture or slideshow option from the drop-down box.

Step 4: Press windows key + Lock.

Step 5: login back again and follow the same steps from 1 to 3 and change back to Windows spotlight and check if it helps.
