Why do Google and Windows Live have different default download settings?

When you add your Windows Live account the download content setting defaults to "As items arrive", but setting up Google it defaults to "Every 30 minutes". Why the different defaults? Does Windows Live allow for push updates while Google does not and so
this is a bandwidth saving measure? Or is 30 minutes just the default for all new services? And if that why is Windows Live different?
