Windows 10: How to keep applications on a certain monitor.

This might seem like a dumb question and I am only asking because for some reason my computer doesn't want to do it anymore but I have a dual monitor setup a "28 inch 4k Asus monitor" (Right Side) and a "24 inch Asus" (Left Side) I use the 4k as my main one. At one point I had it where my games were on my primary monitor (the 4k one) and my application and work stuff like (Discord, google chrome and etc) on my (24 inches one) But for some reason every time I boot up my computer now some of the files on the left side end up on the right side and it annoying having to go through them and move them back to where I want them. I am not sure if this is a CMOS battery problem or an easy fix.

Can you set certain applications to not display on second monitor?

NOT looking to open certain applications on a certain monitor. Sorry if this is in the wrong topic.

I just set up my dual monitors, and I'd like to know if it's possible to have an application not display on the second monitor. When I drag a window halfway off the screen on the first monitor it then appears on the second monitor. Obviously, one way around
this is to just drag the window to the other side of the monitor, but I'm hoping there is a way around to not having certain applications appear on the second monitor.

Is there such a thing? Thanks in advance.

Setting a PC w/ multiple user accts. to use certain monitors

I have a PC with windows 10 setup with 4 monitors and multiple user accounts, I would like to know if it is possible to set certain user accounts to use only a certain monitor or monitors?

for example:

• One user just plays games so when they log on it doesn't turn on all the monitors but only one (a 42" TV).
• Another user, uses three monitors but has no need for the TV.
