Windows 10: How to let users create their accounts AFTER installing windows?

So I would like to install windows 10 pro to a machine and have 3 accounts (1 administrator and two normal accounts) for my brother and his two children.

I want to setup some software on the machine as well (such as steam, office and other essentials)

But I want to ship it to them and then when they first boot it to have like the MS dialogue to create each account (enter email, set password etc)

Is that possible? It must be that's how OEM's ship prebuilds

Also on top of everything above what would be the easiest way without installing any unnecessary bloatware to have a video file start playing after they setup the accounts and log in for the first time (I would like to make a video explaining to them the ropes of the system)

Unable to create new User account

Am unable to create a new user. Accounts -> Add someone else to this PC options is not working to create a new account.

Do not worry we will help you with this issue.

Try few of the troubleshooting steps below and check if it helps.

I suggest you to sign out from the current user account, restart the computer, sign-in and check with the status of this issue. As this might be a temporary issue.

Follow the below steps to create a new user account:

• Press Windows + X keys from the keyboard, click on
  Control Panel.
• Select User Accounts, click on Manage another account.
• Select Add a new user in PC settings, click on
  Add someone else to this PC and follow onscreen instructions.

Creating and removing a user account in Windows 10

Hi Ron,

To answer your question, kindly follow the steps below:

To create a local user or administrator account:

Method 1:

• Open the Settings app.
• Click on Accounts.
• Select Family & other people.
• Click on Add someone else to this PC.
• Enter a user name, password, password hint, and then select Next.

Method 2:

To remove a user account or administrator account:

• Open the Settings app.
• Click on Accounts.
• Select Family & other people.
• Select the user you want to delete under Other users and click on Remove.
• Accept the UAC (User Account Control) prompt.
• Select Delete account and data if you wish to delete account and the data and follow the onscreen instructions.

Note: Only administrator user can delete a user account. Log on as the new administrator and delete your account.
