Windows Server Licensing

Firstly, thank you for taking a look at my question.

I have a goal of using a VMWare hypervisor (esxi I believe) to run Windows Server and deploy group policy - I only really need Windows server for group policy within this concern (don't think it matters, but might). I noticed that there are two licensing options
that may be applicable: Windows Server 2019 Standard and Microsoft HyperV Server 2019. If a different one is suggested please let me know why and which one...

My question is what's the difference between Microsoft HyperV Server 2019 and Windows Server 2019 Standard and which would serve for my situation?

 

Windows Server Licensing within VMWare

Hi all,

I mostly understand how Windows Server licensing works, but there are several pieces of language that confuse me as to what exactly constitutes a virtual OSE(Operating System Environment) that needs to be licensed.

Suppose that on a server running VMWare ESX/ESXi I have two Windows Server Standard VMs (thus requiring me to license all the cores in the server once over), and in addition am running other VMs (e.g. Windows 10, Linux, etc.).

Is it true that those other VMs do not constitute OSEs that need to be licensed (via Windows Server Standard licensing)? That is to say, do I only need to purchase Windows Server licensing to cover those 2 VMs that are running Windows Server, without that
affecting all the other VMs I am running?

Windows Server 2019 Licensing System

I know that by default Windows Server 2019 comes with a license for 16 cores, and one has to buy additional licenses if he has more than 16 cores server.

My question is that if I install Windows Server 2019 without any additional/extra licenses on a server machine that has 20 cores, what would then happen?: Would the server/Windows run with 16 cores only (and the remaining 4 cores would remain off) OR the
server/Windows won't run at all as one has to license all the available cores in the server inclusively.
