Windows 10: How to limit cpu utilisation?

I would like limit cpu utilisation below or equal 25% in both window and Linux



Forbidden swap and virtual memory if exceed this limit



Bonus is to force the program to stop



And request authorisation to continue to run if exceed this limit for 1 second



Or pop up message to display which program exceed limit for 1 second



And log in text file about program location.

Option 1: Keep Windows Defender from scanning its own directory.

• On the Search bar, type Windows Defender and open the app.
  
• Locate the Settings icon and click it.
• At the bottom of the page, select Add an exclusion.
• Click Exclude a file and paste this path: c:\program files\windows defender
• Click Exclude this folder to finish.

Option 2: Try to limit the CPU usage and check if the issue will still persist.

• Open the Task Manager and go to the Details
  tab.
• Locate msmpeng.exe and right-click it.
• Select Set affinity.
• Select the CPU limit threshold.
