Windows 10: How to limit traffic on LAN or control voltage on USB?

I have a weird issue. My work computer is an old HP ProLiant Server originally running Windows 7 Professional and I upgraded to Windows 10 Pro back when it was free to do so. Immediately the HP NC107i PCIe Gigabit Server Adapter stopped working (known incompatibility with Windows 10) and no matter what driver I tried it never worked (it cannot detect the LAN cable and hence doesn't attempt to use it). So I had to add a USB to Ethernet adapter with the following description: ASIX AX88772B USB2.0 to Fast Ethernet Adapter. Naturally I have shared some folders in my computer and a printer. When a colleague tried to print on the printer or copy some data from the shared folders (when LAN traffic goes high) I see that all the USB ports reset and I'm offline for several seconds until the USB LAN card is detected and connects again. This happens too often that is annoying. I also see this issue when I try to connect to our database using our ERP application. So I need either a program to control the behavior of USB devices (how much power each one is allowed to use etc) or to control LAN traffic between my PC and the others. Is there anything?

PS: Tried to use a different USB port, nothing changed. Tried a different USB to Ethernet adapter (Realtek based) it got much worse, I could not even open a web site!. Anything else?

However, I found Swat4 to actually be a pretty fun LAN game, especially at smaller LAN parties.

 

PWM fan control note

The PWM fan control circuit listed on this site will in fact drive 12v back to a pin that is only rated at 5.5V. The reason for this is voltage will not drop across the series resistance that lies between VCC and Base, but current will be limited (as already noted).

I suggest implementing a voltage divider that limits the base voltage to no more than 5.5V. Not wanting to dig up old junk but just thought this might be "less intellectual" way of describing a fault with the PWM circuit.

And if using more than 1 fan or a higher wattage fan, an FET would probably be better.
