Windows 10: How to make Photos app open jpg files again

Windows Photos app has been working on my computer since it came out in 2014. Now when I try to open a jpg file any jpg in any folder I get; "The specified procedure could not be found." The files can be opened by Paint, Photoshop, and several other apps. But not Photos. I like that app best for viewing photos. What can I do to fix this issue?

Photos are opening with Paint instead of Photos app

It's likely that your default application for opening photos is Paint. To change your default program in Windows 10 from
Paint to the Photo app, we suggest that you perform the following steps:

• On the Start menu, select Settings.
  
• Go to System, then go to Default apps.
  
• Select Photos or any app that you like to be the default under
  Photo viewer.

App Photos

In this case, we suggest restoring your Photo app library to default. To do this, simply follow the steps below:

• Open File Explorer (you can open it from Start Menu, Search or taskbar).
• Click on View tab.
• Click on Navigation pane and choose Show libraries.
• In the left pane right-click on Libraries and click on
  Restore default libraries.
• Open your Photos app again.

Open with another app 'photos'

I've just checked my own and for comparison this is what appears when selecting open with for a .jpg photo file:




If I select an image file which doesn't have associations set such as a GIMP .xcf file I see an open with... and clicking this gets to the alternative windows apps selection box:








I wonder if this gives you a clue to what your missing app should be?
