Windows 10: How to make text-to-speech speak in both of my languages?

I use microsoft Narrator because I'm vision impaired. I've configured it to speakwith the voice "Microsoft Mark - English" but I have also installed "Microsoft Ivan - Bulgarian". When I type bulgarian cyrillic text into the Google Chrome address bar, I don't hear my words/letters/symbols echoed to me. With latin text it works fine.The same problem exists in most of Windows. For example, in Notepad, Wordpad, MS Word 2016.Well, at least in MS Word when I move the text cursor into a cyrillic word, the word gets read correctly. But this doesn't happen in the rest of my Windows app

Hi,

We suggest that you set your preferred language under Choose the language to speak to your device and check the results. Here are the steps:

• Go to Settings > Time & language > Speech
• Under Speech language, press the drop-down arrow to select your language under
  Choose the language you speak with your device.
• If your preferred language is not listed among the available languages,
  click on Region and language on the left pane.
  
• Under Languages, click Add a language and select your preferred language.
• Once it is added, click on your preferred language and press Options
• Click on Settings under Speech and select your preferred language.
• Restart your PC and check the results.

Windows Phone only supports a small selection of languages.

I AM WAITING FOR THE DUTCH SPEECH RECOGNITION !!

An English trying to read Dutch messages just doesn't work.

Strange when you know that basically 2 Dutch speaking guys invented speech recognition.

 

Cortana error: I'm sorry, but I can't speak your language on Windows 10

As you are unable to use Cortana with error: I'm sorry, but I can't speak your language, this issue might have caused due to the speech language settings.

I suggest you to change the settings for speech in settings and check if it helps.

Step 1: Before changing the settings, you will have to install the language pack for the language you need to change in the settings.

Also, click on Language Control Panel to change the system language.

Steps 2: Change the speech settings

• Press Windows key, type Speech and click on
  Speech settings.
• Under Speech language, Click on the drop down and Choose the language you speak
  with your device.
