Windows 10: How to not use cell data when wifi and/or ethernet is connected?

I thought that this question is silly. I've never had to worry about my smart phone using my cell data when wifi is clearly connected. This seems not to be the case on win 10. The moment I connect cell modem, it starts sending data as fast as its 3G speed can do. All I wanted to do is to check any SMS on it. I know there's metered connection for wifi but why not for cell? Any solution to always rank cell low when win wants internet so much?*Mad

When Wifi is on and active it should take priority over the Cell data connection.

How were you able to see it is trying to use your cell data instead of your connected wifi data connection?

Is it only with NetFlix?

 

Does my OTA use my WiFi or Cell Data? Am I going to be charged?

The OTA service will utilize any data connection available for an update, but it does prefer using a WiFi connection if it is available. There are steps you can take to ensure that WiFi only is used, you can “force” the update by ensuring you device
is attached to a WiFi network and checking for updates:

Go to settings > phone update > “check for update”



If an update is available for your device, it will automatically begin the download and installation of the update.

As far as I know SMS is carried over your phones provider and cannot be changed because it is tied to your phone number.
