Windows 10: How to permanently disable delivery optimization?

Currently I am struggling with delivery optimisation using up my bandwith. As well as Background intelegence trasfer service.To prevent delivery optimisation from running I have been doing this....1. Open Registry Editor.2. Go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\DoSvc.3. In the right pane, double click on Start registry DWORD.4. Set it to 4 and click OK.5. Restart your system.the problem is after a while the registory resets and delivery optimisation starts back up again, are there any permenant solutions?I have found a method that prevents BITS from running using task

You may also try to disable Service Host: Delivery Optimization by following the steps below:

1. Type in Win + R to get the Run box.

2. Enter services.msc then click OK.

3. Then search for Service Host: Delivery Optimization.

4. Right-click then click Properties.

5. Under Startup type, select Disable.

Need a way to permanently disable Delivery Optimization background process

The Delivery Optimization background process has been crippling my bandwidth for the past week or so, and it keeps automatically restarting itself whenever I kill the process. I need a way to permanently disable Windows from using this background process so it will stop crippling my bandwidth to the point where I can't watch YouTube or play games without intermittent lag issues.

I realize that Delivery Optimization is a P2P tool introduced in Windows 10. I have gone into settings and completely disabled it via Control Panel. I have also set an Absolute Bandwidth at 0.1 Mbps in Advanced Settings. I have also set up Firewall rules and disabled the ports that Delivery Optimization apparently uses. I have also gone into Registry Editor and set the entry for it to disabled (though this apparently keeps resetting). So, the damn thing *shouldn't* be functioning, but it *is*.

I have noticed in the past that Microsoft Store updates go through Delivery Optimization as a background process, and I had issues at that time. I then set Microsoft Store not to automatically update, and that fixed that problem. However, it's back in some capacity, and it doesn't look like it's Microsoft Store this time. My suspicion is that it's some other background process Windows uses, but I can't figure out what.

Ultimately, every time I shut down the process or re-disable it it stops for a while before restarting. So the solution should be disabling whatever is restarting it; either that or some way to forcibly prevent the process from getting re-enabled.

Can anyone assist? Again, it's already disabled and throttled (just in case) via Control Panel, ports for it disabled in Firewall Rules, and disabled via RegEdit, so I'm looking for atypical solutions since I believe this is a different process that's just calling itself Delivery Optimization like Microsoft Store did when it was updating.
