Windows 10: How to permanently fix Event ID errors 1008 and 2003...

Event ID: 1008 Description:
The Open Procedure for service "BITS" in DLL "C:\Windows\System32\bitsperf.dll" failed. Performance data for this service will not be available. The first four bytes (DWORD) of the Data section contains the error code.

Event ID: 2003 Description:
The configuration information of the performance library "C:\WINDOWS\system32\inetsrv\w3ctrs.dll" for the "W3SVC" service does not match the trusted performance library information stored in the registry. The functions in this library will not be treated as trusted.

Windows 10 Pro 64 bit.
When I do this, It will fix my problem but two days later the error's return...
1.) Open a CMD via run as admin
2.) enter
C:\Windows\system32\lodctr.exe /R
and then
C:\Windows\SysWOW64\lodctr.exe /R
If you get the error "Error: Unable to rebuild performance counter setting from system backup store, error code is 2" repeat step 2.
3.) Now re-registers the computer´s performance libraries with the following :
C:\Windows\System32\wbem\winmgmt.exe /RESYNCPERF
C:\Windows\SysWOW64\wbem\winmgmt.exe /RESYNCPERF
Does anyone know of a way to permanently repair this errors...Thanks

The error ID 1008 from Perflib in the Event Viewer, Windows 10

In the Event Viewer Windows 10 there is following error ID 1008 :

"The Open Procedure for service BITS in DLL "library C\Windows\system32\bitsperf.dll has failed. Performance data for this service will not be available. The first four bytes (DWORD) of the Data section contains the error code".

Would appreciate some advices how to fix it.

Broken dll files after full reinstall of windows 1-

I am trying to launch a program called Magic the Gathering Online. When I attempt to launch it, the initial splash screen pops up but the main client fails to launch. When checking the event viewer at this point, nothing shows up. I am able to close the
program by right clicking on the program on the taskbar and clicking the x. After closing the program 6 errors show up in the event viewer. There are 5 dlls that fail and the Server service performance object won't open. The information that is given in
the event viewer is

The Open Procedure for service "Lsa" in DLL "C:\Windows\System32\Secur32.dll" failed. Performance data for this service will not be available. The first four bytes (DWORD) of the Data section contains the error code. Event ID 1008

The Open Procedure for service "MSDTC" in DLL "C:\Windows\system32\msdtcuiu.DLL" failed. Performance data for this service will not be available. The first four bytes (DWORD) of the Data section contains the error code. Event ID 1008

Unable to open the Server service performance object. The first four bytes (DWORD) of the Data section contains the status code. Event ID 2004

The Open Procedure for service "WmiApRpl" in DLL "C:\Windows\system32\wbem\WmiApRpl.dll" failed. Performance data for this service will not be available. The first four bytes (DWORD) of the Data section contains the error code. Event ID 1008

Please help me figure this out. The program's tech support and I have been banging our heads against a wall with this for about 3 weeks. I have even tried reinstalling Windows 10 to no avail.
