Windows 10: How to RE-Allow Intel XTU Modifiers Grayed Out

This Question pertains to Intel XTU on Windows 10. I will post the Short Intel Community Thread as I was pointed towards my OS being the culprit. see bottomI have been using Intel XTU for my 9900KF for about 4 years with no issue. I had an issue where XTU was stuck on the splash screen and would not load. That issue has been resolved.The current issue however, is the Modifiers for Overclocking are now Grayed Out for some strange reason. Say, I sent the intel xtu an I hope theirs some merit to the sending of that capture. Either sent help in windows update or sent what I need to do to fix this xtu.

I have a hpe180t which did use the Intel XTU to control active core from one number to a higher number. Then I had to put another processor in the HPE 180t which cost 1100.00 .Now that processor is working find the Xtu will work to a point ,then in manual
for changing active cores to higher numbers ,it is greyed out.Intel Core i7-980 Processor 3.33 GHz 6 Core LGA 1366 - BX80613I7..." Also, wrote an e-mail to intel last month but no return.
