Windows 10: How to re-arrange the order of files within a folder

I have a "Set List" folder with lyric files. I need to be able to arrange these files in any order I choose to match a set list. I see no way in Windows I can do this. This should be as simple as dragging a file to a different location within my lyrics folder. IS there any way to do this? If not this functionality should definitely be included in a future Windows update. Thanks.

  Go to View
  on the top and expand the View ribbon by double clicking on it. Click Sort by, and then select Name, then click Ascending.

Arranging files in order in a Folder

Windows does not allow you to manually arrange files in the folder, the only way to ensure those files are in the correct order is to add a number to the beginning of the file name

For example:

01 Document.docx

02 Document.docx

03 Document.docx

. . .Etc.
