Windows 10: how to recover files from the Backupmanager.list

I have been seeing a backupmanager.list file in the folders of File Manager for a while but it did nothing when I clicked it and I was busy with other things so I ignored how to use it. Well, I'm ready to learn how to use it but cannot find any instructions? Not all folders have a Backupmanager.list and I haven't figured out when/why that file is created, but my primary question is "How to use The Backup Manager?" I haven't installed any programs with this feature so I assume it came with Win?

or just open regedit and remove all the fileX from that key.
