Windows 10: How to recover files off C drive from a pc that won't repair itself

I got a blue screen and after windows attempted to repair itself, it couldn't. I've accepted I'm going to have to instal a fresh version of Windows 10 after trying everything to fix it. For my question, I opened command prompt and ran notepad.exe to try and transfer files from my C drive to a usb. The problem is C drive won't even open while my other drives do open. Is there a reason for this and is there any way around it?

windows by default does not have HFS and HFS+ based hard drives.
Able to perform retrieval on both HFS and HFS+ based hard drives. and so will not work with windows
