Windows 10: How to recover my Windows account go get it in my new pc?

My windows account got hacked and he changed the password.But i can still log-in my pc with the old password. My question is that i want to buy a new pc but will i be able to get my account back or they will demand me to give them the new passowrd. I know it sound very confusing. So if you guys can ask me question to clarify my problem. It will be apprecied.

Can't recover account but I'm The Administrator on the pc.

You can grant an administrative right to a local user by following the steps below:

• Press Windows key + I to open Settings.
• Click Accounts.
• Select Family & other people.
• Under Other people, select the user account and click
  Change account type.
• Under Account type, select Administrator from the drop-down menu.
• Select OK.

We still recommend that you create a new Microsoft account as what the email suggested. This will also help you run and use Microsoft apps in the future.

Am unable to create a new user. Accounts -> Add someone else to this PC options is not working to create a new account.

Try few of the troubleshooting steps below and check if it helps.

I suggest you to sign out from the current user account, restart the computer, sign-in and check with the status of this issue. As this might be a temporary issue.

Follow the below steps to create a new user account:

• Press Windows + X keys from the keyboard, click on
  Control Panel.
• Select User Accounts, click on Manage another account.
• Select Add a new user in PC settings, click on
  Add someone else to this PC and follow onscreen instructions.

Changing administrator for new windows 10 laptop

To change the Account type follow the steps.

• 
  Press Windows + X, click on User Accounts.
  
• 
  Click on change your account type.

  Select standard account.
  

To delete the account follow the steps.

• 
  Press Windows + X, click on User Accounts.
  
• 
  Click on Manage other Account.
  
• 
  Select the user account.
  
• 
  Click on Delete the account.
  

To create the new user account follow the steps.

• 
  Press Windows + X, click on User Accounts.
  
• 
  Click on Manage other Account.
  
• 
  Click on Add A new user in PC setting.
