Windows 10: how to recovery windows after a hard drive failure

i was booting my pc up and heard a strange sound and then it would not turn on after i was wondering what had happened and i figured it was the psu and i switched it out for a new one. i plugged everything in and the ssd do not show up in the bios on either of my computers, i tried the right SATA connections and i figured i lost my OS but i was wondering if i could some how recovery it?

Hard Drive Data Recovery

got a laptop pata hard drive that makes a slight constant clicking noise. hard drive is more than likely dead/dying right... i can see that partitions of the hard drive in disk management and i can see the partitions in my computer but i can't get to any of the data.

any suggestions?
