Windows 10: How to reinstall windows on a corrupted/failed ssd

I have a company issued computer that I am trying to revive. Small company, no IT department, no management software. The employee who originally had it was disgruntled, so likely that it was poorly handled at a minimum. The computer itself is an HP Elitebook 830 G7. I have the pin to access the computer, but upon loading in, the screen is black and only the mouse is available. The first time I attempted it, there were popups from Norton Anti-virus, but that's all. Any attempt to pull up the command prompt, task manager, or any Windows key based function resulted in no response. I force
