Windows 10: How to remove annoying Outlook.exe?

This error happens repeatedly and has for two years. I don't even have Outlook installed on my laptop. Nor do I have Microsoft Office. Or Windows Live Mail.Surely there must be a way to remove this app. Can anyone suggest how? No. Also I followed the steps on Manage suggested recipients in the To, Cc, and Bcc boxes with Auto-Complete

cleared this list (Empty Auto-Complete List.)
disabled the option ("Use Autocomplete list..") and again cleared the list
relaunched Outlook in between
still those very old email addresses show up.

I give up.
