Windows 10: How to remove "Get even more out of Windows" startup roadblock on the latest version?

Using Win 10 home 1903, specifically [Build 18362.19h1_release190318-1202] with all available updates, I'm being nagged every once in a while, probably semi-monthly, to "Get even more out of Windows". There doesn't seem to be an option to turn it off. I can't opt out, only decline the offer "for now", which implies never permanently declining. I cannot get to my desktop until an interactive choice is made. No task manager, no run box, completely held in place forever until I either agree to some Microsoft services or postpone until another time.

While this is a well-known roadblock, all google hits direct to blog posts that are no longer a valid solution to eliminate the screen for good.

This tactic has worked pretty well for Microsoft. They published a huge annoyance that prevents the user from using the computer until either accepting or temporarily declining the offer. Every google search result points to the easy fix, then on the next update they do the switch-a-roo and now the fix is something different, and the end result is that the obscure solution is no longer easy to find because it is obfuscated by no-longer-applicable web search results, or the option to disable this screen has been removed entirely.

Does anyone know the fix relevant to this version? I also know of the registry key method to disable the screen, but again this is no longer applicable in my version.

You could add entries to the registry to launch the apps on startup, but it's easier to just add them to the startup foler as Newt suggested.
