Windows 10: how to remove max cpu limit

my CPU has a max 27%, not 100%, this is annoying because its very lag

CPU - Max Speed

So I wanted to test something out and it actually turned out bad

I wanted to see how much my pc can handle so i decided to open almost every application including really demanding games like gta v and others and i realised that my cpu is jumping the max limit and now that I have noticed it's doing it pretty often so my
question is: is it normal that the cpu exceeds the maximum limit?

Overclock cpu max frequency constantly changing in task manager

Hi,

I'm overclocking my Intel 8700k to 5Ghz and every time I check the current frequency in task manager the max is constantly changing. I have high-performance power settings on windows enabled and I have also disabled CPU state and Intel SpeedStep in the BIOS.
I also noticed that when using other tools to display my GPU and CPU performance they show my CPU max frequency is exactly 5Ghz, why does Task Manager constantly display a constantly changing frequency?

Any suggestions?
