Windows 10: How to remove this Greyed out restriction in Windows 11

i want to enable this feature but this is showing that managed by organisation stuff i want to disable, please help me how to disable this

Password Protect Restricted Sites? IE11

I have Internet Explorer 11 on Windows 10. I know how to add a website to the restricted list, but can I password protect the restricted list so that someone cannot remove a website from the restricted list without the password?
