Windows 10: How to renowve HDD- partitions without reinstall

I have an Dell Optiplex 3020- in wich is an old refurbished PC.Since I wasn't involved with this upgrade,and didn't get all the resources that I need since it's an OEM- LicenseBut also that the official support from Dell has expired.However since this PC has 2 HDD- Drives.As I expext that it wasn't unusually that many Dell computers had an ghost- partition.Ever since this drive is empty, I just wanted to eliminate any futher problems.I myself have tryed to remove this drive in every possibel way I could,but failed.Since I've heard about something called Dell UEFI.What I've done so far is tha

W7 Hard drive partition issue

to get rid of that 100 meg windows partition that setup creates for you on a new install on a blank hdd:

- press shift+f10 when on the partition management screen in setup <-- this opens a command prompt
- diskpart <-- start the windows command line partition management tool
- list disk <--- list the installed hdds in this computer for the next step
- select disk 0 <- might have to replace 0 with the number of the correct disk
- clean <-- this will erase all data on the disk you selected one step up- dont use the wrong disk!
- create partition primary <- creates a primary partition taking up all space on the drive, adjust the command if necessary
- exit, exit to exit diskpart and the command prompt
- click refresh in partition manager and select your newly created partition and install to that

Unresponsive HDD Partition.

I somehow managed to format the partition & its now unallocated space. Now, I cant create a new partition neither I can allocated that free space to other Partition. Can you suggest a way to repair that space in HDD?
