    I've installed the latest Microsoft updates and performed a clean boot. My computer still has the same issues. In clean boot mode, Microsoft Common Language Runtime native compiler and Windows Host Processes (Rundll32) are still running constantly and using
    up lots of CPU. Windows Backup is also still failing with error code 0x80780166.

    What steps should I take now?

    I have version 1607 of Windows 10 Home currently loaded on my laptop. For the past few months I’ve had problems with Microsoft Compatibility Telemetry running almost constantly and using up around 20% of the CPU. This
    has been occurring both before and after the Anniversary Update. I decided to disable Compatibility Telemetry to see if that fixed the problem. It no longer turns on and is not causing any usage issues. However, I now have a problem with Microsoft Common Language
    Runtime native compiler running nearly constantly and using up about 20% of the CPU. The 32-bit version usually runs at the same time and has the same continuous high usage. Not only this, but sometimes Windows Host Processes (Rundll32) uses up 15-20% while
    it is running, which can be for several hours. When all the processes are running my total CPU usage will often be over 40% causing the entire computer to slow down so much that the programs I am trying to use (particularly web browsers) frequently lock up.
    The CPU fans also run flat out which is very noisy and my laptop will not automatically go into sleep mode.



    The first step I took for the issue with Microsoft Common Language Runtime native compiler was to close the process manually by disabling the process tree of ngentask.exe which then automatically terminates ngen.exe.
    This does work but, after a few minutes, ngen.exe and ngentask.exe restart. I have also tried terminating Windows Host Processes (Rundll32) when it is causing issues but it too just restarts within a few hours.



    Another issue that I’m not sure is related is that Windows Backup keeps failing. It hasn’t successfully completed a backup since about May.



    I have run system file checker several times but no issues were found. I have iolo System Mechanic Pro and Malwarebytes Anti-Malware free and they do not indicate the presence of any viruses or significant issues with
    the computer’s performance. My sister’s newer Toshiba also has had all the same issues (except for the failed backups). It is running the same version of Windows and also has System Mechanic and Malwarebytes loaded.



    My computer’s specs are:

    Toshiba Satellite P500

    Intel i7 Q 720 @ 1.6GHz, quad-core

    8GB RAM

    1GB graphics, NVIDIA GeForce GT 330M

    1TB primary HDD (replaced two months ago), 500GB backup HDD

    Windows 10 Home (64-bit), version 1607, build 14393.321



    My sister’s computer’s specs are:

    Toshiba Satellite P70-B

    Intel i7-4720HQ @ 2.6GHz, quad-core

    16GB RAM

    4GB graphics, AMD Radeon R9 M200X Series

    1TB HDD

    Windows 10 Home (64-bit), version 1607, build 14393.321



    Is there any way to fix these issues?
