Windows 10: How to reset log in password without a reset disk?

I forgot my PIN/password and cannot log in to my laptop. It shows "The referenced account is currently locked out and may not be logged on to." I hit "OK" and I'm back with "Set up my PIN" But I cannot click it and "Sign-in options" I also clicked this but it just repeats the process. Hopefully someone can help. Thank you.

Need a stupid disk to reset user passwords on vista machines...
Have one for xp, can't find one for vista...

What do I do if the password reset feature doesn't work? My email said my password would no longer work, but when I visited the site I was still logged in and I can log out and the save password feature allows me to log back in. I also cannot manually reset my password.
