Windows 10: How to resolve Unresponsive Windows UI when booting offline

I have two main laptop normally connected to my Home/work network. I do use them also to service some of my clients. One has windows 10, the other Window 11, both updated to the latest version. When visiting customers I often have no access to the internet and no power available - running on battery. Recently past 3 months when those machines are not connected to the Internet, they become unusable for at least 20 minutes after boot. The Window UI is extremely slow. Windows Defender Offline for Windows 10

Tried this suggestion and it did not work. Tried to boot from USB with Windows Defender Offline transferred from a safe computer. Would not boot from USB. Message "Secure Boot Violation, Invalid Signature Detected, Check secure boot policy in Setup"
Any suggestions on next steps for a Windows 10 compatible version of Windows Defender Offline?

This is what happened.

1. Did a repair install and later disabled hibertnate in CMD.
2. Enabled legacy option ROM in BIOS.
3. After a few times startup ( i used the system in such mode for 5 days), changed boot option back to default.
4. Vola!! It boots automatically to win10 without any keypress. Tested it with many starts to confirm the same.
5. Re-enabled hibernate option using CMD and later selected Fast Startup.
6. System booted normally, without the need for any keypress.

I do not know exactly whether such steps resolved the problem or what else happened, hence cannot suggest above steps.

changing the printer’s status from “offline” to “online” and check if it resolves the issue.
