Windows 10: How to restore windows 10 to completely new, with no user accounts?

I just bought a second-hand laptop with Windows 10.

Problem is, it used to be on a domain.

It still thinks it is connected to that domain and has a couple of user accounts on it which were administrators.

I can't use those user accounts as obviously that domain isn't available

I logged in via my Microsoft account but without administrator privileges.

So I currently have no administrator privilege and I can't access the accounts which do.

I did a Windows re-set, but the user accounts remained the same

How do I reset this thing so it gets rid of all current users and the old domain?

Strange Windows 10 User Account issue.

Unfortunately I had done those steps numerous reboots, it just, reappears for no good reason. The base account isn't even a Microsoft account, it's a local account.

I haven't quite tried the built in administrator account on W10, but so far in my experience on my own computer, the built in account seemed to have absolutely no more control than I did on my own.

It's just strange, I go in, it warns me twice about deleting the account, then it's gone. Reboot, and it's back?

EDIT: Just to specify, both command line and Netplwiz both say only HIS account exists on the computer, it doesn't list this rogue account. This is what I meant in my first post about the fact that even Windows doesn't seem to believe it exists, HALF the time. *Frown

Look at this thread,How to Delete a User Account in Windows 10, it may help. You can try the various methods.
Make sure you are using an administrative account when removing the account or log on using the Administrator's account.

Or, if you are patient and know what you are doing, manually remove it.

2. Have you made any changes on these accounts after creating them?

Not initially. Tried rebooting, removing and readding after a reboot. Tried adding via CLI and GUI interfaces

After that I tried one of the suggestions and tried coping a good account over the newly created account. That did not work

3. Does this issue persists on any specific user account?

No it persists on all newly created accounts do not work

4. What are the troubleshooting steps you have created in resolving the issue?

Just the ones mentioned in Step 2

5. Do let us know if you have any user account with no issues on your computer?

only the initial account that was created when I upgraded to windows 10
