Windows 10: How to Side by Side configuration is incorrect

I want to be able to use mods for a game I just bought called Risk of Rain 2. To do this, I need to use an application called Thunderstore, but it relies on Overwolf for it to be installed. Whenever I try to set up the install, an image of the installation comes up on my screen for a second and then disappears. When looking at Event Viewer, it shows a side-by-side configuration error. I have tried many trouble shooting techniques such as reinstalling all windows C++ versions and checking system integrity but none have worked.

I'm attempting to install some software (namely sage accounts ) on a fresh install of windows 10 pro.
After installation (which appears to be successful) I receive the "error side by side configuration incorrect " when trying to run the app ..
I have googled the hell out of this and only find threads suggesting deleting all c++ versions and re installing.

Prevent "The application has failed to start because its side-by-side configuration is incorrect..." error starting Access. It contains troubleshooting steps pertaining the issue.
