Windows 10: How to solve popup error 0x0000142 from powersheel and cmd?

Hello When I type in windows search bar "cmd" or "powershell", a popup with error 0x0000142 appears. Error started to show june 20, 2022 after I rebooted my computer. I reinstalled windows 10 with "removing all files" option. Tried safe mode but I can't launch cmd and powershell. I can access command prompt from WinRE The bluescreen you get when you restart by holding shift and clicking on restart Tried chkdsk C: /r => no problem found tried sfc /scannow /offwindir=c:\windows /offbootdir=c:\ => corrupted files found but unable to fix it tells me to look for CBS log file. Not running cmd

Forgot to say that when you start the computer an error comes out

Error when starting the application (0x0000142). To exit the application, click ok

Yesterday my system worked fine. Today nothing will open. I get this message: microsoft application error 0x0000142. HELP!
