Windows 10: how to solve the following coount log off loop

Hi, in my work environment I constantly get the following error when I or other users are trying to log into accounts.- deleting cookies, changing passwords, trying in incognito does't solve it, can someone please check and advise how to solve it, a step by step guide would be highly appreciated.
