How to start %SystemRoot%\System32\cmd.exe minimized or in the background?

Hello everyone, I am using Windows 10 Command Prompt to run a third party program "example.exe". This third-party program opens another command prompt %SystemRoot%\System32\cmd.exe and displays some information. The window is then closed and I return to my original command prompt. Finally, I want to write a program that runs the "example.exe" several times in a row. So it is very annoying that a prompt pops up for a second. Unfortunately, I cannot see or edit the code of the third-party program "example.exe". So my question: Is it possible to always open the %SystemRoot%\System32\cmd.exe pr

    [.ShellClassInfo] LocalizedResourceName=@%SystemRoot%\system32\windows

Each time I start up my Windows 10 laptop I get a small page headed "Desktop-Notebook" followed by a display that reads "[.ShellClassInfo]LocalizedResourceName=@%SystemRoot%\system32\windows.storage.dll,-21826"
Have Googled this sentence and tried one suggestion which talks about an Hidden attribute for desktop.ini having been removed. Tried the resolve suggested but no joy. Has anyone got a answer?

  4. How to start %SystemRoot%\System32\cmd.exe minimized or in the background?

    What is ' C:\WINDOWS\system32>%SystemRoot\explorer.exe %temp%\ ' ?

Was using CMD to go through the files on my PC to do some cleaning after something was causing the 'System Interrupts' to run the CPU at 96%+ and while combing through the list there were these 2 entries:

If not recognized, then why would my system parse them to begin with to try and list the files under those 2 paths?

Isn't ' explorer.exe\%temp%\ ' the folder for the Temp Cache? If so, then why wasn't is recognized by my system?

Any and all help is appreciated. Thank you!
