Windows 10: How to stop a one drive folder syncing FROM one drive to a new PC?

Why does onedrive insist on syncing every last file to a new build PC? even if previously set to not sync! We can't select the settings tab when sync is paused. We can't unselect a folder to be synced with the new PC until onedrive has finished syncing it.When searching for help, everything reads, Syncing from PC to onedrive, this issue is the other way round, onedrive syncing everything to the PC. When we go into onedrive manually internet browser, we should be able to set folders here to NOT SYNC! this should be a standard simple feature, inside one drive, controlled from within the cloud.

I use the external drive
for File History and have a lot of information there. I want to restart the File History process on a new drive and place the previous File History drive off-site.

Please suggest the steps to stop File History on the old drive and start File History on a new drive.

 

Sync issue with One Drive

When I put my One Drive App on my PC to sync automatically, I am not able to open any other web pages as if the internet connection is getting throttled and it just stops working until I pause the syncing of one drive. When I try to select the folders to
sync the One Drive App displays the message that 'It cannot save the changes as the syncing is not complete with one drive.

Please, somebody, suggest a solution to this problem.
