Windows 10: How to stop Device Manager from refreshing every couple seconds?

When I open my device manager the device list refreshes every couple seconds. There are a couple more issues I've noticed that seem unrelated but worth mentioning. One is, my touchscreen is not working. Checking on this is why I noticed the device manager refresh thing. The other issue I've seen is when I try running Ccleaner, it won't open. When I check task manager I see Ccleaner is running in the background. Windows 10 Home -- Device Manager Refreshes Every Couple Of Seconds

The Device Manager refreshes every couple of seconds. Running the current version of the system bios on HP. Running the current version of Windows 10 Home with current maintenance applied. Running the current version of each device driver.
Use wireless network-attached HP Officejet Pro 8625 with the current version of the firmware.

Circumvent this problem by changing the Network from
Private to Public. This prevents File Sharing and
Printer Sharing.

Microsoft, please take responsibility for this issue.

 

Device Manager keeps refreshing (unlike other situations listed in the community)

When I go onto my Device Manager page, it shows all the normal listed items correctly. Then starts to refresh every second or two 2 seconds constantly. It does not stop refreshing with the mouse pointer spinning.
This is different than other incidents of this reported in this community because I have not installed any new devices, I don't have a USB connected, I'm not having Bluetooth issues, and it is not making the ping sound that it makes when connecting a device,
there are no Other or unknown devices listed, and all my drivers are up to date. Please help...

 

Device Manager refreshing on its own


Tonight, I tried to look at my mouse properties in Device Manager. I wasn't able to do anything, because for some reason my Device Manager is refreshing every second. I can't click on anything and I don't know how to stop it from doing this. I don't have any idea where to start working on this problem. Any ideas? Thanks in advance!
