Windows 10: How to stop my downloaded files from being auto encrypted?

All the files I download irrespective of drive/folder it is downloaded in is automatically encrypted has the padlock. How do I prevent this and only encrypt files when I manually tick in properties, e.g "Encrypt contents to secure data". I am aware I can remove the padlock from each file manually by setting file ownership to personal but I don't want to do this each time I download something. I think the problem started when I created a new certificate in "manage file encryption certificates". As I wanted to create a backup of key and certificate which was no allowed with my initial use of

File auto encrypt after download

When i download any files the files will be auto encrypted and I need to change it to personal file one by one. How to stop it from auto encrypt. I already try to untick the "Encrypt content to secure data on the selected folder" but it won't work.

Error message 0x80071771 means that you need to restore the file encryption key in order for you to decrypt the encrypted files. On the other hand, you can still try these steps and see if it will work:

• Right-click the file or folder that you want to decrypt.
• Click File ownership and click Personal.
