    My PC displays in the task manager that my PC is using 100% CPU even when nothing is opened. I have checked the power plans, run command line prompts, and even fully reset my PC. Still, it's at 100% any way to fix this?PC Specs:CPU: AMD Ryzen 5 3600Motherboard: X370 Gaming Pro CarbonDDR4 16GBNVIDIA GeForce GTX 1660 TiStorage 476gb

    CPU utilization >100%

    I recently upgraded from Windows 8.1 to 10, and discovered a weird problem when opening task manager where CPU utilization was always at 100%. I did a clean install of Windows 10 to make sure it wasn't application specific, but still the same problem.

    This problem is very strange because utilization doesn't seem to be tied to a specific process- it just always seems to add up to 100%. Resource monitor actually shows CPU Usage to be in the million%, which is definitely wrong. No performance degradation,
    CPU temps are very normal, and even third-party programs such as Speedfan and CoreTemp are reporting negligible CPU usage (1%-2% idle).

    I have tried disabling all startup applications, doing sfc /scannow, viewing reliability history, and restarting multiple times. No luck

    My CPU is 2% in idle, but my CPU utilization in 100% even on idle. Is it normal to have a high CPU utilization even if there are no apps running?

    EDIT: MY CPU is normally 1-15%, I check task manager, click Performance.

    CPU= 15%

    CPU utilization= 100%
