Windows 10: How to stop windows being re-arranged in the taskbar?

I've had an issue on Windows 10 for some time now and it's creating a lot of frustration.I use two explorer windows which are on the left and right of the screen -- I open the one I want on the left first so it appears on the taskbar first, and then the right one second. This way, their position on the taskbar matches the position on the screen.However, after some time Windows will randomly decide to switch the two in the taskbar, meaning they no longer correlate.Not only is this extremely annoying, it slows things down. You cannot re-arrange the explorer windows easily in the taskbar, so you

Is there is any setting to re-arrange taskbar?

Please be informed, there is no such setting in Windows 10 to "re-arrange taskbar". This is how it is designed by default.

I would suggest you to change the desktop themes and check if you are able to see the transparent taskbar.

If that doesn't help I would suggest you to end the explorer.exe and restart it and see if you are able to see the transparent taskbar.

Please follow the steps below to restart explorer.exe:

stop and start Explorer.exe

    Right click on the taskbar and select task manager.
    
  • 
    In the process Right click on windows explorer and end the task
    
  • 
    Restart the task by clicking on the file and select new task
    
  • 
    Type Explorer.exe and press enter.

Windows 10`s Taskbar`s Desktop Toolbar no longer retains re-arrangements.

Not the Taskbar itself, but the Desktop Toolbar that is launched from the Taskbar.

To enabled the Toolbar:
Taskbar>[Right Click]>Toolbars>Desktop>[Checked].

To open the Toolbar:
Show the Taskbar, click on the small "»" button next to the label "Desktop".

The Desktop Toolbar shows a list of all of the Icons on the Desktop (plus a few more). One can re-arrange these items by using drag-and-drop.

It used to be the case that the new arrangement would be retained indefinitely.

Now, the next time that one re-boots, the new arrangement is forgotten, which is the problem.
