Windows 10: How to stop Windows Desktop from defaulting to Windows Spotlight

How can we stop Windows from setting the default user profiles from configuring Windows Spotlight as the desktop wallpaper for new user accounts without using Group Policy? preferably using a registry key change that can be run as a PowerShell script.

Windows Spotlight on the lock screen

There are multiple causes on why you're encountering this issue. To further troubleshoot the issue, we suggest that you disable and re-enable Spotlight. Simply follow the steps below:

• Right-click on the desktop and open Personalize.
• Open Lock Screen tab.
• Under Background, switch from Windows Spotlight to a Picture or the Slideshow.
• Click OK and close the Window.
• Now Log off and log in.
• Navigate to Lock screen and enable Windows Spotlight again.

Sometimes this might happen because there's a MS server issue. However, what you say above suggests something else may be amiss. N.B. after resetting Spotlight as Bree suggests, it may take several days (in my experience) before it starts working again. Please post a screenshot like this:
