Windows 10: How to turn back on the shutdown screen transition effect in Windows 10

This problem has been confusing me for a while ever since I upgraded to 1903, normally when user click shutdown button the screen fades black then display "shutting down", but my PC is, when i click the button, the next frame is loading wheel and shutdown, there's no any transition effect. I checked the internet but no fix.

N97's transition effects aren't as cool as 5800XM, why?

could someone please suggest me a theme which has the transition effect i mentioned previously? I've 25 themes installed now from
Are you human, bot or alien? | mobile9 and none has the list slide-in transition. It'd be great if someone can post a direct download link for a theme which supports this transition effect on an N97. Cheers

 

Menu transition effects, Animations ?

does transition effects , animations etc come along with a theme ? or is it fp2 dependant alone ?

i mean, i have an fp2 device, 5730XM, but i cannot seem to get all of the transition effects Nseries phones have. Yes they are animated but not completel as it is in, for instance, N79. And yes i've turned on the theme effects.

Transition effects are such an important tool tool that I was surprised the developers neglected to carry them intothis iteration.
