Windows 10: how to turn on 24-hour format in "Microsoft to do"?

I have this program installed at work. And it displays the 24-hour format, I really liked its functionality and simplicity and decided to use it at home too. But it displays the 12-hour format with the option to choose AM/PM, which is extremely inconvenient and unusual for me. I checked the settings of the operating systems at work and at home, both have the same region and the same time system i.e. 24 hours, there are no such options in the settings of the program itself. To change the time format from 12 hour to 24 hour in Windows 10.

Follow the steps:

• Navigate to Control panel.
• In the category view of the control panel, click on the
  ‘Change date, time, or number formats’.
• Change the short time to HH:mm from the drop down.
• Press Apply to make the changes.
• Now your time format will change to 24 hour format.

How to Display 24 Hour Clock Format?

I prefer the 24 hour clock format and am having difficulty converting from the 12 hour format. How do I get Windows 10 to display the 24 hour format? I live in the US - Central Time Zone. Thanks!
