Windows 10: HP Elite Book, Win 10 1809 to 1903 Update seems stuck at "Reboot in a few moments"

I've tried multiple updates with various methods, but the most common result with several update attempts is going through all of the install percentage stages, followed by seemingly getting stuck at "reboot in a few moments..."
I've run the update troubleshooter, and it shows no issues, and have also disabled all non MS services and startup items, as well as uninstalling some development packages which caused issues updating another notebook.

BTW, updating the ""percentage complete" to something related to time rather than steps would be helpful.

Win 10 1809 and 1903/window display fades

Windows 10 1809 then 1903 /HP 15

Windows display started fading over time off and on, sometimes for short bursts.

Became more frequent and then more regular.

Went to Win 10 forum and to HP forum for help.

Adjusted power options - helped for short period then back to bad.

Uninstalled AMD Radeon R5 graphics software, reinstalled, rebooted.

Helped but went back to faded screen after a short time.

Did this several times, no change.

Tried default settings in all instances.

My son checked the AMD hardware and that was working fine.

Went back to earlier version of Win 10…no change.

Performed system restore several times with reboot.

Checked all of suggestions from forum….no change.

 

Windows 10 Activation Stuck on "Just a Moment"

I've seen other posts about hanging on installs, but I am not trying an install. Just got a new Lenovo X1 Carbon with Win 10 installed. Powered up and went through a few activation steps. Chose the Express installation. Now I am stuck with a screen that
says "Just a Moment" with spinning circles. Tried to reboot, but it goes back to the same screen after booting every time. Any suggestions?

 

Win 10 Pro 64 1809 to 1903 update stuck in endless install loop


bios definitely latest release, which is pretty old, really. Sata 5 & 6 are sacrificed to use 4X on the M.2 slot that sticks out (ie better cooling) and that is fine, disabled them. Tried both windows and latest Samsung NWMe drivers during original failures, am on Windows one atm so will try Samsung when given the verifier overnight to run, no issue yet after 2 hrs. The other two drives are the 200Gb 840 Pro (O and 500Gb 850 Evo (C, both SATA and running fine, apart from the minor errors encountered.

It must be time to go round the 1903 loop again, just to see. But I haven't quite finished off the original task list...

Went round 1903 loop again, same deal. Have stopped verifier after 18 hrs; couldn't figure out how to make it more aggressive as suggested, but it seems a bit like running MemTest for 4 days and expecting a different result...? It never is!
Finished drive tests, except wasn't going to let Seatools waste hours on the 4Tb drive since chkdsk has done that, pic as follows:




I would try a 1903 media creation tool next but still can't find that - must be a legit Insiders copy somewhere? So will try a repair install of 1809 and see what that gets...
