Windows 10: Hp laptop keeps restarting

I got a new HP laptop on the 30th of November 2022 and ever since then I've not been able to use it. It keeps showing me a lage where I'm to set my preferred language and stuff like that the when I click next it take me to another page that shows 'why did my pc restart? ' and I'm expected to download an update but it keeps showing just a moment and restarting

Failed BIOS update, Laptop keeps restarting.

Hello, I have an HP dv2050us laptop. I recently went to HP.com to update my drivers and software. When I got down to the Bios (WinFlash for HP Notebook System BIOS for Notebooks with Intel Processors - Microsoft Windows/Vista-Based version F.25), I downloaded it and installed it, when it got time to restart itself, my power turned off at my house and cut the power to the laptop.
My laptop turned off. After a minute when the power came back on I manually turned on my laptop. But all that happens is my laptop just keeps restarting itself. It loads up to the "Windows loading" screen, it will then flash a blue screen and restart all over again.

It's like my laptop goes in an endless loop of restarting, and it never makes it to windows. I tried the last known option in Safemode ('Windows advanced options menu') but it does not help or work. I have also tried getting into Safemode, but that doesn't work either.

I can press f10, and that gets me into the Phoenix BIOS Setup Utility. And pressing f8 gets me to 'Windows advanced options menu' also know as the "Safemode" screen
I have no idea how to fix this! Please help! Thank you.

Troubleshoot. My HP laptop keeps restarting

I am at a LOST and bit worried because the problem did not start until I had to update to the most recent Windows Update mid December. I have a back to back test this coming Tuesday for nursing school and I use my laptop to do so. I am worried that it will
restart in the middle of the test.

I performed step 1 below and everything was okay for about a week, but today 1/13/18 while paying bills online, my laptop automatically restarted.

I have done everything in the following order.

1) Disabled the automatic restart option on System Settings.

2) Installed the most recent Fall Creators update.

3) Tried to start computer in Clean Boot, but didn't really understand it.

4) Ran System File Checker (Did not find any integrity violations).

5) Ran DISM (No component store corruption detected)

6) Ran System File Checker a second time (Did not find any integrity violations).

I have performed the following steps. What can I do now? I have to make sure that my laptop does not restart when I am taking a test. The testing software I use is Examplify through Examsoft.
